One thing I have seen is many people have forgotten how to properly layer clothing. When doing physical labor in a freezing environment it is essential for body heat and moisture regulation. Seems these days most people just need to have a thick jacket to get them from the car to whatever building their going to. Grid down/collapse will be a whole other issue.
